A Look Back at Our Journey

1994

Cartret began working with criminal defendants in 1994 and has since managed or directed several nonprofits. He is a former gubernatorial appointee for the State of North Carolina.

2004

Cartret sold his interest in Tarheel Monitoring, LLC, a government services provider he founded in 2004. As founder, he led the company from a zero-revenue startup to a highly profitable leadership position in the pretrial industry until its sale in 2015.

2017

Well-known industry executives Cartret and Camp entered into a partnership agreement with OEM.

Established principal offices in Charlotte, Raleigh, and Whiteville.

The company successfully acquired the domain continuousalcoholmonitoring.com.

CAM LLC became the first in the market to implement Six Sigma DMAIC methodology.

Entered into a partnership with AMS as the exclusive distributor for SCRAM Systems’ comprehensive line of offender monitoring equipment.

2018

Cartret and Camp received the 2018 Entrepreneur of the Year Award in recognition of their services to courts and treatment centers. Continuous Alcohol Monitoring LLC was cited for offering products that revolutionized how courts, agencies, and treatment providers monitor alcohol-involved offenders. This approach not only reduces daily inmate fees but also helps inmates maintain gainful employment, pay child support, and be productive members of society. All executives and senior pretrial program coordinators became Level I and II OEM-certified.

2019

Received more five-star ratings than any other OEM US partner.
Became one of AMS’s largest providers, deploying more SCRAM Systems devices in North Carolina.
