Iryna’s Law (HB 307)
“Iryna’s Law,” or North Carolina House Bill 307 (HB 307), is a state law enacted in October 2025 that implements a wide range of criminal justice reforms, including stricter pretrial release conditions, mental health evaluation requirements, and modifications to death penalty proceedings. The bill was passed in response to the fatal stabbing of 23-year-old Ukrainian refugee Iryna Zarutska on a Charlotte light rail train in August 2025.

In North Carolina, “Iryna’s Law” can potentially offer your loved ones NC GPS monitoring & electronic house arrest instead of jail.
For defendants charged with violent offenses, the law requires one of the following as conditions of release if the court allows it:
- 1: Secured bond (money, property, or surety to guarantee court appearances), or
- 2: House arrest with electronic monitoring (typically with a GPS device to track movements), if available in the jurisdiction.
Monitoring for Release: While Iryna’s Law targets bail for violent offenders, it increases pressure on magistrates to make decisions, potentially leading to more electronic monitoring for those released, like SCRAM bracelets®.
